Minutes of the RBC, RBDC, CEPCO Meeting May 18, 2026

SUMMARY
To make the monthly meeting minutes more readable, we are refining the format, reducing the amount of detail and calling out the more important issues. We hope this is helpful.
Committees: This month to help manage RB affairs, we added three new committees (a Neighborhood Watch Committee, a Communication Committee, and a Sports / Sports Complex Committee). These and other committees are seeking volunteers for open seats.
Volunteers: We are also tracking the savings RB realizes by reporting the estimated cost of volunteer-completed activities. (See the Facilities Committee report below).
Landscape: Four vendors have been invited to tour RB grounds and make presentations to the Landscape Committee as part of the 2027 budget planning effort. (See the Landscape Committee report below)
Financials: Lower than expected building and grounds maintenance expense (primarily due to timing of invoices received) allowed us a favorable 12% better than budget variance this month. Our reserves were $252k with a contribution of $94k needed by the end of the year to meet our budgeted level of reserves for 2026.
Other: We also want to thank the four residents who donated funds to purchase a new picnic table for the Pavilion.

KEY ISSUES
New Issues:
• Neighborhood Watch Committee. Residents asked for the Neighborhood Watch Committee to be revitalized.
Post Meeting Action: RBC Board Member DeWitt Rulon invited local authorities to a general meeting on neighborhood security, laws, and enforcement. Date is TBD.
Post Meeting Action: RBC Board Member Alex Stewart will take the lead to establish the Committee, including documenting the roles and responsibilities and soliciting staffing.

Pending / Continuing:
• Sports / Sports Complex Committee approved.
Post Meeting Action: Three volunteers have since come forward and are documenting the Committee’s roles and responsibilities and soliciting staffing. Outstanding issues forwarded to the Committee for discussion include a request to revisit the sunshades at the Bocce Ball court and the Dog Park and the refurbishing of the Bocce Ball court.
• Property Rentals. The RBDC/RBC is continuing its review of RB property rental policies to ensure renters are aware of RB policies and that the community does not bear the cost of any additional access to amenities and facilities access. Language required to be included in all lease agreements is in process.

RBC COMMITTEE UPDATES
AED Committee:
• The new AED (CP Pool) is on order as of 4/13 and will be installed on receipt.

Communication Committee:
The Committee will work with CEPCO to coordinate email blasts for more effective communications. And in another policy agreement, the RBC/RBDC will require all new resident requests to include the resident’s name, email, and RB home address.

Facilities Committee
As residents are aware, RB has a number of volunteers that assist in multiple capacities, chief among them may be the Facilities Committee. Their contributions provide significant cost, the Committee will report an estimate of costs avoided for each major activity.
• Vendor Repairs
• Secure Access Services installed new gate operators ($357)
• Outdoor Illuminations called to repair the gate lighting system ($Invoice pending)
• RBDC Repairs
o Repaired the rotted ramp to the restaurant ($0 cost to the HOA– April)
o Repaired settlement near electrical boxes in two locations ($0 cost to the HOA-May)
• Volunteer Repairs – Cost Avoidance for RB
Repairs made by volunteers included, trimming trees, fixing damaged flooring at the Greeters Shack, pressure washing both RB gates, new Warning Signs at the gates, cleaning pool tables, pool bathrooms, and repairing lounge chairs, fixing broken lighting fixtures at the DS Fitness Center and the Pavilion, re-booting the security access system to address FOB failures, and repairing the Pavilion sink.
o One of the largest undertakings was the Pergola strips and sunshade. This one item alone saved the neighborhood an estimated $4,900

• Other Actions
Maintenance guidelines for RB’s lighting system were filed on Club Express

Finance Committee
• April YTD Results. Revenues were $1,003k ($26k / 2.5% under budget) and expenses were $676k ($66k / 10% under budget) creating favorable net revenue of $327k ($40k / 12% better than budget). Expenses were lower-than-expected due to lower building and grounds maintenance (primarily due to timing of invoices). Note, however, some residents’ landscapes were missed in the spring pine straw application and this expense is expected to be incurred in the next cycle.
• Finance Committee Open Meeting: Scheduled for May 20.
Post Meeting Action: Eight residents participated in the discussion of wants and needs for sports and sports related items and consideration for the 2027 budget. All agreed to proceed with a second open meeting on another topic in June.
• Reserves. Total reserves stood at $252k (of that total, common area / general reserves were $125k). To reach our budgeted level of reserves ($345k), RB must make an additional $94k contribution by the end of the year.

Landscape Committee
The Committee continued its efforts to select a landscape provider for 2027. Further, resident requests regarding landscape issues are being compiled and forwarded to the Committee for assessment as they arise. The issues include:
Better weed control in common areas
Better responsiveness to resident requests
Handling of islands across RB
Pine strawing the eight missed landscapes. Element has been asked to handle.
• Completed:
Fitness Tree removed the five trees deemed to be critical ($3,900 – May)

RBDC
The early 2026 uptick in home buyer interest is continuing. Further, talks with county officials to install a traffic light at Moore’s Crossing are continuing.
As of this month, River Bluffs has 544 occupied homes of the total 660 planned.
Grounds
o Pot Holes and Pavement Erosion: The list of pot holes and pavement erosion was updated with repairs to take place as the budget allows.
o Yard Stakes continue to be a topic of conversation in the neighborhood. We have addressed this issue in past meeting (and minutes) and will proceed with the expectation that they are to be removed when construction Is complete.

CEPCO:
Violations. CEPCO issued three notices to residents (an inappropriate flag display, a construction vendor sign display, and an unapproved paint change.

RESIDENT REQUESTS
During the month, the RBC/RBDC/CEPCO handled requests for addressing loud music at the DS Pool, recreational vehicles parked on neighborhood streets, street lights not working, dogs running loose, speeding cyclists, inappropriate garden flags, failed door locks, a request to move a bench, and a request for additional pool table cleaning, among other issues.
RBC email notices and CEPCO violation notices were mailed where appropriate.
